I believe Knapp states this in 2018 as well in a Phenomenon Radio program. He mentioned what constitutes “AATIP” may have existed for a very long time.
a form of AAWSAP existed well before Lue and AATIP and still exists to this day. The program is classified and remains so. They did work with Lue but he was not a director of this program.

for many years chris marx and other BAASS employees were my anonymous sources until I helped bring them to the public light. I have developed additional leads on the Naval OSI side that wish to remain in the dark.... for now.

Years ago i was convinced it was all paranormal. Based on some interesting conversations I have had recently, and reflecting upon my own "paranormal" experiences, local eye witnesses, what at the time seemed like "magic" can now be explained by advanced human military hardware
