I was theorizing what Valve could maybe do to help combat hackers and an idea I came up with is: players who refuse to kick their hacking teammates should be given the same punishment as the person who's cheating. Thoughts?

The issue with that is that sometimes it could just be a few people who are queuing with the hacker knowingly, and if the few people who don't know that said person is hacking can't get the person kicked, then they would get a punishment for trying to get the hacker kicked...
Yeah. I think all of the context would have to be available for the person handling the overwatch case. Who queued together, and who voted/didn't vote.
