I was theorizing what Valve could maybe do to help combat hackers and an idea I came up with is: players who refuse to kick their hacking teammates should be given the same punishment as the person who's cheating. Thoughts?

I think it would be quite easy actually to create a system that functions based on a similar principle. Everytime a votekick is called for the "cheater" reason, the votes are tallied and kept track of. A warning is displayed saying "Those who do not vote and/or do not vote in

favour of kicking a confirmed cheater may be subject to similar punishment" (i.e. matchmaking cooldown etc). If the cheater in question receives a VAC or Matchmaking ban later down the line, those who did not vote in favour of kicking will be dished out a small punishment.
