I was theorizing what Valve could maybe do to help combat hackers and an idea I came up with is: players who refuse to kick their hacking teammates should be given the same punishment as the person who's cheating. Thoughts?

Not everyone is refusing to kick for malicious reasons. The biggest consequence for hacking is a permanent VAC ban, it wouldn't be fair to extend that to someone who may have honestly believed their teammate was innocent.

It'd be nice to get rid of people voting down in bad-faith, but I'm not sure if they could reliably catch people even with Overwatch. It would also encourage people to always vote yes on a "hacker kick" vote, which may encourage more malicious vote kicking.
