I was theorizing what Valve could maybe do to help combat hackers and an idea I came up with is: players who refuse to kick their hacking teammates should be given the same punishment as the person who's cheating. Thoughts?

right but how do you implement that in an algorithm going through each and every case and making that determination is nearly impossible given the playerbases on some games so how exactly do you separate the reasonings

Bans are already delivered by players going through each and every case on a case by case basis. Seeing the context of whether or not someone was queued up with the hacker and was the only one who didn't vote is very doable. It shouldn't be black and white but already peer review
