The basis really comes down to the fact that from 1991-2010 Sonic had new and interesting level themes for every game, then from 2011-2022 every game started with the same 1-3 levels.

The underlying style is pretty similar, it looks like they've adapted a different method to character shading, but the dull colors make that less apparent.
They're trying new things and experimenting, I'm sure their other works look much better than this.
