One Winston hides & engages hard (then needs peel to be saved at times) One plays with the team (takes more poke/heal early in fights, contests ground etc.) Which takes more resources / puts more strain on the rest of the team? One of those things I can't really tell by watching

The second will take a more constant stream of resources and is more of a strain First example, Mercy can choose who she needs to be on and isn't forced to constantly pocket
This was my assumption but I wondered if having to dedicate your Tracer away from peeling duty & having to heal/matrix the Winston out at times would make the first option what players refer to as "high resource". I think NYXL(janus)'s issue is not resource allocation.

I don't think it's that big of a strain to hard pocket Winston in specific instances after he leaves because it's already been planned for, while if someone takes some poke (easy in Widow meta) with a Winston who plays to take space, it's really hard to focus on who needs heals
