Hooreg is hard because he did play well in Apex. He was slumping for most of OWL but has started to be pretty good again recently.
Hooreg has the weird situation though where his hero pool is just plain odd. He had a good Pharah, S76, McCree, and sometimes Widow but his Tracer was usually mediocre and his Genji doesn't exist even now. Tracer recently has looked better and Widow in OWL than APEX.
