The problem is that junkrat isn't a big meta hero so his broken kit (or unbalanced) gets completely overlooked.

I have thought of many possible nerfs to rip tire and the one that I like the most is this one: Tire has a 100 and it does 100% of the damage. If the tire gets hit and its hp falls to 50, then it does 50% of the damage. Also, some range-damage-falloff would be great

There was an insightful Reddit comment about the methodology that screws with this data. The Winston's Lab "team fight win" methodology is an unanswered kill in 14(?) seconds. This means using Riptire for an offensive pick would likely result in a teamfight "win"

Since that's common use of RIPtire, it's not an anomaly to see a high 'teamfight' WR. But that's not all.
