Is there a way to get quoted retweets in my twitter mentions? Even tweetdeck doesn't seem to support this. Considering many people use the "quote tweet" button to reply with context it seems like a fundamental flaw.

That's really odd - though I would never try to use Tweetdeck on mobile, so I wonder if it can be fixed if you adjust it on desktop.
