After watching couple months of Sombra play in tournaments, it definitely seems more effective to run it in a support slot rather than DPS.

the only people to run sombra with 2 supports was complexity back in the NGE days, right?
A number of EU and KR teams also ran it instead of the flex in a trip DPS, double supp, single tank. Sometimes even quad dps inc sombra
