Guessing it's because the twitch API is limited to 1000 clips at a time. You'll have to run it many times to get them all.
It's supposed to have that functionality built into the program I think. It does it day by day, processing 1,000 clips per day of creation. I don't tend to get more than 1,000 clips created per day so this should work, but it's simply not.
I think the limit he is speaking is the number of calls done to the Twitch API, not the total of clips. If the limit is 700 per minute and you have 700 days with clips that need deletion, that would be executed in less than a minute and maybe blocked by the API itself.
