Everyone is taking JRogan's comment as "waste of time" meaning "can't get you a career". That's not really the point. The argument is whether gaming is a better spend of your free time than other hobbies, like sports, reading, learning, socialising, etc.

“Time you enjoy wasting, was not wasted.” That said, Joe Rogan is a mouth piece for snake oil and the alt right.

Well it’s all up to what you determine as personal development. I know some people who will never make it in basketball, but they keep trying to get better and more knowledgeable about the game. What you value as knowledge will determine what development is to you.
-
Knowledge and development are both very broad things. You can be knowledgeable about anything, you can develop in anything; it’s all subjective and depends on the person. You may value reading or math over gaming, while someone may value gaming over those.

maybe it's because i didn't spend quite as many thousands of hours as you did gaming growin up but w the balance i struck at least i can't really bring myself to wish i had spent more time doing something else, personal development included...
-
a little bit of hedonism here and there makes the personal development more fulfilling i think, more rewarding... i can't imagine JUST grinding to be better at life stuff 100% of the time

The idea that anything not valued as personal development is considered hedonism is a little bit misleading. The personal inclinations we have and the time we spend in our hobbies influence our personal development.
-
The indirect impact of constant and frequent work towards improvement in a competitive space with your peers has positives on your mental acuity, your confidence, lots of personal areas that are important to your growth as an individual.
