It would inherently change the characters that are being played every match, which is the underlying issue with stale metas. Hero bans would add diversity to the characters played between maps/matches which would ultimately make every game slightly different, keeping things fresh

The same characters would not be banned because it's not in both teams interest to always ban the same thing. Who you choose to ban is important based on who won based off of the last bans and the team you are facing

1. Hero bans would in reality not work as well in unorganized ranked play (losing games cus your guy banned Torb, your team gets a banned OTP, banning mobile heroes making Widow OP increasing difficulty for randoms to shut down) and Ranked and OWL ruleset should be the same.

OTP shouldn't exist in a class based strategy game with 31+ characters, and there are enough counters to widow that if 2 were banned it could be solved (including using your own widow)
