No he was taking a photo of you, the doors in public loos don’t close when unlocked, or there is a tree/ red thingy on the outside of the door.

So illegal... see if the hotel has security cameras? At the very least they should be able to get him removed if they see who it is. Sorry that happened, it's a shitty invasion of your privacy.
