Found the G300S to be pretty decent. Pair it with the G640 As for keyboard, no idear if the cheap ones I know of are available in your location

I'd say go hella cheap on everything but the actual mouse. G502 is pretty popular and is about $50 USD I believe.

If you do end up wanting to get a mechanical keyboard, a fairly nice one that's still cheap is the HyperX Alloy FPS Pro which is about the same price I think and has MX Cherry switches. For mousepad, I imagine anything would work really. I personally use the Glorious 3XL Extended
