If Boston pick up a talented hitscan DPS like climax then they go above Seoul in 10th. This is likely as they only have 1 DPS for the first three weeks. If more suspensions are announced then this list could change quite a bit. Will update before the season goes live.

Shanghai Dragons higher than Outlaws big oof
Most of the new roster is The season 2 Kongdoo lineup that rivaled Runaway who beat the original team South Korea last year. (They edited line up but still that’s impressive) So yes, current Shanghai should be above outlaws
DC is underrated by almost everyone. Gido is a monster and Fahzix is really good too. Janus isn't the best, but he's been played by NYXL over Mano on some maps, which means he can't be bad. DC DPS are crazy also. I'd compare their roster to ATL, not the best but not OWL's worst.
Janus was played instead of Mano on some maps, yes, but Mano had a significantly higher map win rate than Janus.
