Could it be, just bear with me, that A-levels are not maybe the best measure of potential, and that they develop as learners?

Yes of course that's a factor, but nobody can deny the that way more people get first class awards as a general point. I saw a chart on that a while back and it was amazing.

I got a A level C and D, and AS level A and E. pretty poor. Only got into university because the course was under-subscribed. Worked hard, found my way of learning, got a 1st, did a PhD and now a lecturer. I think the issue is more secondary school doesn't prep everyone for uni

Raises interesting questions - if the Augar review does stop those with the lowest A levels from accessing tuition fee loans, what will that mean for late developers?
