If a majority of ACM members oppose this policy (as they presumably do), can't you replace the leadership of the organization?

In principle, yes, assuming the bylaws permit such a thing (which they usually do). But I'm not sure the "leadership" is even really responsible for this. My conjecture is that true leadership are the money folks behind the Digital Library.

I've been pondering joining the ACM for a while. Right now I wouldn't touch it with a barge pole. I left a former employer partially because of this kind of crap, I've no problem staying out if the ACM.
