I was doing a £10 a week paper job aged 14 in 1999, so... Idk how they circumvented the rules, or what loopholes there were - but this was very very normal.

Given decline in music and sport in school many children have to do these for much of Saturday/Sunday - there is also more homework these days

The ready availability of adults who will work part-time, unsocial hours, or for not much money will have contributed to a dearth of traditional work for kids. ‘Mobilisation’ of older people, second-earners in couples, single parents, and of course people from abroad.
