The bombs were functional and could have killed people, and as was pointed out, had shards of glass and metal in them. I don't think this "I didn't want to hurt anyone" defense is going to work out too well for Sayoc.

They weren’t functional. I can all the materials needed to make a phone, but if they aren’t assembled right it’s not a phone. It’s like ingredients alone.

I'm kinda inclined to believe it. You'd think that at least one of the devices would have detonated as designed had that been the intention. That doesn't minimize the kind of threat that they were clearly deliberately intended to project.

Possibility is that he's not very good at bomb design. FBI is stating that they were designed to be set off by heat, shock, or friction, which is sloppy for mail delivery.
