I don’t know how I feel about shelter first, housing earned. Isn’t that how it is now? I’m on section 8 now, just got on it, and was in transitional housing for a year or so. I’ve heard in Long Beach 20,000 ppl are waiting for a voucher. Maybe LA county. Not sure.
