Mailing ballot applications to everyone will cost the same as mailing ballots, except now you have additional costs and confusion of processing the applications. It would have been better to fix the problems with lessons learned from June and just send a ballot to everyone.
Why is there an acknowledgement that a one day election will cause a COVID surge but an absolute denial that reopening of public schools will? Please step up and raise this very real concern.

Would love to know the average age of Election Judges. At my polling place they are almost always retirees. What chance that those workers are going to put themselves at risk to work this year?
