It is not random, it is 2 per region + 1 for the best ones (1 minor slot if you got more major slots unless it is SA)

yep im surprised by the sudden "confusion" and "outrage". This is how it has been and isn't surprising at all. Not saying it's correct but acting like it's random from so many people is what is actually shocking.

Pretty obvious: SEA. Last major they got 13th-16th, 9th-12th and 7th/8th. So not worth 3 major slots. And if you look at how they got their placements it gets even worse. LB round 1 was TNC vs RR, so on SEA advances. LB round 2 was Fnatic vs TNC so SEA had 7th-8th from the start.
