One of the most interesting things (to me) in IG report on McCabe: the IG records its interviews; FBI still doesn't. So there were discrepancies between FBI & McCabe re: what he'd told them. I can assure you that most interviews are not recorded, not due to expenses, but Less seasoned agents could blow a case by an inappropriate question, losing their cool while being lied to and of cause technical difficulties. Each field office isn’t as equipped as you would think

I believe you. I thought you were saying it was too time consuming and expensive to record and transcribe. It's not. With respect, the reasons you give re: less seasoned agents etc are all the more reason why they should be recorded for both sides' sake.

I worked as a special agent for both opr & ig. More cases were made the old fashion way, written sworn affidavit witnessed by two agents and signed by the subject. Also the terms subject and target are interchangeable in the business. When a case is opened, title lists “subject”
