Only if they vote for federal contestants. Each state has to have laws for their own state voting rights.

But if they have an ID that doesn't specify they're illegal, does it permit them to vote for federal candidates on a ballot with state candidates and locals?

It doesn’t ‘permit’ them. But they could enter the voting area with it. Then they can vote. Once they cast a vote for a federal candidate, they violate federal law. But who is there to catch them? No one. So unless someone turns them in, nothing happens.

in some precints in Philly. At the end of election day anyone who has not voted the poll workers vote for them. We need more honest unbias poll workers and obsevers

Voter registration laws are by state. But I believe in all states the law restricts the vote to citizens. We need a law that voting as a non-citizen forever bars one from becoming a citizen. Voting is not by accident. It requires several affirmative, intentional actions.

However, it is always illegal for a non-citizen to vote for any Federal office.
