1/2) Lies are about prior knowledge. Not knowing makes it a mistake, knowing makes it a lie. Problem is many like to play the "well they didn't know" to protect "their tribe". A common lie being declaring not to know doesn't help. "I"m not going to tell you" needs to enter more.

2/2) We have still been seeing this from the previous administration as well as the media. Any investigation is met by tons of "I don't recall", "I don't know" like it's a get out of jail free card- but they don't tolerate that from anyone else.
