No, it was for a hernia repair that involved a mesh insertion to close the gap in the torn membrane over the intestines. I had to be put under for it.

The anesthesiologist has to be on call. The preferred government arrangement would be, has been, not to pay them when they are not actually used. Since they lack the freedom to arrange their schedules so that they can survive economically, the solution is to pay them regardless.
