Restaurants use tanks or bag-in-box syrup to mix with CO2 and water to make soda. More economical. It does taste different than cans.

Inside info: I once worked for one of the Big 2 soda companies. They can play games with the amount of concentrate that goes into can. Harder to do with tanks or BiB that restaurants use.
