Rhetorical questions are a well known technique used by pundits to sow doubt about things they have no evidence of. You can see it on any opinion show.
@SharylAttkisson stoops pretty low when she does that.1 reply 0 retweets 0 likes -

Apparently the concept of Rhetorical Questions to spur " thought" and "conversation" hasn't crossed your mind.. it's just that evil little "doubt"..

It's obvious it's used to sow doubt. Don't make me find clips of news pundits saying something like,"I don't know if Hillary ate babies, but would a guy like Mueller investigate? Ya gotta wonder." So often, shows exist to make fun of it, see Daily Show, The Opposition, Last Week

funny when you look up the definition of "Rhetorical Questions" you don't find anything about "Pundits" in there. Do pundits use "Rhetorical Questions" .. maybe, ok... does it mean they are sowing "Doubt"? depends on the actual question being asked.... not all rhetorical Q's do.

It does sow doubt when you take a topic, e.g. "FBI says Flynn lied", attach that to the statement that FBI COULD also lie, you're implication is that the FBI shouldn't be trusted when it says Flynn lied. Extremely common tactic, especially on cable news when no evidence backs it

what i really want to know is do you disagree with the question? or just the one asking the question?

I disagree with her asking it the way she did. I'd like her to be better than people on Fox, I'd like her to not come up with these dog whistles for those on the...uhh...fringe right. A lot of "personalities" do that, sprinkle in a bit of conspiracy, etc to rile up ppl. Be better
