Rhetorical questions are a well known technique used by pundits to sow doubt about things they have no evidence of. You can see it on any opinion show.

Apparently the concept of Rhetorical Questions to spur " thought" and "conversation" hasn't crossed your mind.. it's just that evil little "doubt"..

It's obvious it's used to sow doubt. Don't make me find clips of news pundits saying something like,"I don't know if Hillary ate babies, but would a guy like Mueller investigate? Ya gotta wonder." So often, shows exist to make fun of it, see Daily Show, The Opposition, Last Week

those tweets can be seen. Usually those comments will be simplistically supportive of whatever the theory/"rhetorical question" is. I follow u to talk to ppl like
