People want law and order but want order more than the precise rule of law.

To me this nothing new, he's more brash about it. I was there back in the late 60's and it was a rough and tumble place. Break the law and you might just get shot.

IF you lived in a place racked with the kind of drug related violence and disorder the Philippines is, lining people up and shooting them would be a lot more appealing that you might think.
