I lived in Guam when I was in the military, I think the corruption is worse in PR, the population is greater so more $.

So you were there after typhoon Pamela hit and destroyed everything that was in pretty bad shape to begin with. . Time makes a difference !

Guam gets hit with super typhoons regularly, 200knot winds, had a 8.2 earthquake after I left as well.

Yes but now most of the utilities are underground ,metal poles ,lots of reef work.,Reinforced concrete homes. It wasn't like that prior.

It is a shame, my friends love Puerto Rico and want to live there, however a good job is hard to come by in Puerto Rico

The governments of these territories don't hire locals for jobs because they get kick backs for hiring off shore . They screw their people.
