I don't know enough about it other than to ask the question: if Puerto Rico has to rebuild its entire infrastructure wouldn't it make sense to build an energy system based in part on solar?

It would cost exponentially more money which the U.S. would have to contribute. Solar & wind only work when there are government subsidies

Solar sounds good but unless you can retract panels for the next hurricane it's a waste. What they need to do is put lines underground.

True, but you would you rather pay $1.00 of your taxes or $2.50? But, offshore wind farms could be a longer term solution

True. Offshore costs a lot to install but seem to work better. Problem is too many moving parts that wear out before there is break even

What blew up on them was the distribution system. Source of power makes no difference without it

Despite the hype the technology isn't enough. One might wonder if that delay is caused by powerful monopoly grid providers.

IMHO - A ‘Manhattan Project’ style effort would be a better use of Govt. funds than subsidizing consumer purchases

I also think there is a great opportunity for PR to rebuild subsidized, but smart. Problem: how to prevent corruption siphoning the $

That would a a real challenge given the current political management. Opportunity to bail them out with conditions like an auditor in place

There is no process but we should oversee a supervised rehabilitation period and supervise all spending because of rampant corruption.
