For the record, I think both bills should have been/should be widely, publicly discussed/disclosed.
I haven't studied it As closely As you. To me, in both cases, there wasn't the preferred openness. Voting on it so we can see

doesn't seem so to me. Feels similar from 30k foot level. I feel like the same (corporate) players are largely involved in both.

I agree that they are. But 79 open hearing vs ZERO and a yr+ of process vs weeks/months seems like a big difference
