I did quite a bit of searching when this surfaced awhile back & could only find one-sided articles that claimed to explain but didn't fully.

Roughly, it's the pipeline (Comcast, Spectrum, ATT), vs the online content (Google, Netflix, Amazon. Video/big content eats most bandwidth..

Nobody I asked had much problem w/their Internet but 1/2 were all worked up about this.
