I am curious if he considered cause of death into his calculations, as well as the issues that occurred with the distribution of aid in Puerto Rico. I bet that the number of deaths actually caused by the hurricane are much lower and the numbers provided are from said issues.

Whatever method is used, hurricanes from the previous 10-20 years should be reassessed with same method to provide comparative data. Shouldn't invent new metrics and then criticise recent results without historical perspective.
