Actually, they’re conducting DNA tests because that’s the only way to tell if adults traveling with children are actually parents. Unfortunately even DNA tests do not establish correct and proper guardianship. As investigators have uncovered in the past, actual true illegal immigrant relatives of some children have gotten custody of their related children but turned out to be pedophiles/molesters/abusers.

As for alternative? I would say the legal system is probably best alternative. According to @dolphinfish55 (who worked in the system), they should present themselves to certain centers in Mexico, for example, and follow the prescribed process for asylum etc.
