That photo was taken by Merkel's office. When it went online it went viral on social media, so the wire services picked it up and sent it out. Whatever your point of view, it is a striking image.

Why are there still staccato shutter sounds during press sprays? Are all these pros using cameras with mechanical shutters?
-
Probably because the SLR's the photographers are using are like appendages to many of them ... used for years ... just a guess though ... also a pro digital camera is probably upwards of $4K just for the body

They can do it with video screen grabs, too--like the time Trump was doing his usual (admittedly juvenile) waving his arms around thing during the campaign and the MSM found the one that sort of matched up with the position of that reporter's paralyzed arm.

#nailedit! Year 2, before school call comes from Aunt Bea; grandma died... ...the scores will be lower...maybe he/she#wreckedit?Thanks. Twitter will use this to make your timeline better. UndoUndo

Additionally, one should never forget to take into account the bias of the source. This is easier to do nowadays, because biases are not concealed nearly as well as they used to be.

That also was done on the Trudeau's eyebrows-gate. I love poking fun at the Left, but that one was quickly debunked.
