1) Afg negotiation team is formed. Victims of war & civil society r excluded. Victims of war make an important constituency. They have borne the brunt of war & have suffered for years. Negotiating peace will remain deeply flawed without participation of victims. @ShaharzadAkbar

Victims rights will be better promoted & protected if they are treated as actors themselves, than mere subjects & issues for human rights organisations & conflict actors. They deserve more than any other groups 2 be part of the negotiation team & part of overall peace process 1)
