      A couple of questions: What is d basis 4 an interim government? Where would its legitimacy come from? Who will decide on composition, term & mandate? Does it only include a small leadership group or changes across gov? How many women and in what roles? How is it better for peace?

      So mandate and term don’t matter 4 instance? Or inclusivity? Imagine an interim gov with a term of 2-3 years, mandate of changing the constitution, composition of only old, male politicians from certain factions, no civil society voice, no oversight. Doesn’t inspire hope.

      Afghanistan has changed vastly since King Z. Rule of which law? The substance of law matters. How do you define people? Taliban did not seem to think women are as “people” as men during their term, for instance.

      I am more concerned about common ground on constitutional amendment mechanisms & restrictions on amendment as per constitution I.e citizens rights can only be amended to be further improved

      Constitution should be open to amendment, peace process or not. Replacing d constitution is a redline that our gov should not cross.

      Why rewrite? The greatest consensus in post civil war Af was developed around our current constitution, a broad national convo shaped it, all groups but TBN agree 2 amending using constitutional mechanisms. Why rewrite Constitution & reinvent d wheel based on demand of 1 segment?
