Is Kabul more polluted than last year or are my lungs weaker or both?

We need to reduce the pressure on Kabul. It cannot be the admistrative, economic, military and cultural capital of a country of 30+ million people. Kabul needs to delegate some of its functions to Herat, Jalalabad, Kandahar and Mazar or Develop a Sister city.
That is an interesting idea and the models exist elsewhere.
