2/ At first I thought he was saying he didn't know. Then I thought, perhaps he's saying that he knows, but can't say? But then, when O'Donnell pushes him for any sign—say, even a single Cabinet meeting—this is being taken seriously by the Trump administration, he's got *nothing*.
3/ One thing is for certain: it's *not* the case that every part of the answer to that question is classified. Pompeo could have—but did not—mention meetings, task forces, benchmarks, cooperation agreements, new regulations, perhaps a public initiative or two. He had *nothing*.
