If they concluded that he obstructed justice, why didn't they say so?

Because they can’t indict a sitting president. That’s what congress should be for

But why couldn't have said so in the report? Just because he can't indict him, couldn't he say that they found evidence of obstruction of justice?

They did by laying out all the facts and evidence. Have you read the section where they describe why they couldn’t? They made it pretty clear without having to say “Trump criminally obstructed Justice”

Except that they can’t impeach until the voters flip the Senate. Since gop controlled Senate will never impeach. It is the 2020 Senate race that is the most critical. Presidential would be a bonus but the Senate is the most important.

Actually the house absolutely can (and definitely should) impeach. Then it’s up to the senate to convict or answer for why they give this criminal a pass
