Dear Pennsylvanians: I've been working w/ on a bill that (like laws in 35 other states) would provide compensation to the wrongfully convicted. Please ask your state rep to co-sponsor the bill. Here is 's co-sponsorship memo for the bill:

Really proud of this paper - now available online first! Participating in high school active shooter drills increases fear and decreases feelings of safety. Let me know if you want to hear more!

7/7 Since she will be in state prison, the state must pay for her medical care. If the sentence would have been the more traditional maximum double the minimum, it would have been a county jail sentence, which means the county would be on the hook for her medical bills.

6/7 by setting the max at the statutory max of 7 years, that means she has to serve her time in state prison, regardless of the minimum.

5/7 the highest minimum guideline sentence for someone with even a serious criminal history and aggravating circumstances (not the case here) is roughly 21 months. However, the maximum statutory sentence for an F3 is 7 years, which is what the judge set the max at in this case.

4/7 Her guideline for the retail theft charge is anywhere between probation and less than 12 months in jail. This is her third or subsequent retail theft charge, making it a third-degree felony.

3/7 the typical way someone is sentenced, vying some outstanding circumstances, is their maximum is set at roughly double the minimum, which is determined by the guidelines. So, in theory, she should have received roughly 10 to 20 months, which would be a county sentence.

2/7 Speaking in generalities, people who are sentenced to a maximum of less than 2 years incarceration in Pennsylvania serve their sentences in county jail. If maximum is 2 years or more, you go to state, regardless of minimum. Parole is usually offered at the expiration of min.

1/7 Beyond the sheer lack of humanity, there is something very odd about the sentence. She was sentenced to 10 months to 7 years for a very low-level felony. This is potentially being done to push her case, & medical care, off the county books and onto the state. cc:

Just taught my first jail writing class in PA. As I explained why I wanted to teach them to tell their stories, one of guys said "it never occurred to me that anyone on the outside wants to hear about our lives inside. That's amazing. I have stories." This is why I do what I do.

If the underlying details of this are accurate, this cannot be allowed to continue. I’m sure doesn’t support this. I’ll personally pay the $109 back. Calling on Judge Kline to err on the side of mercy.

Not surprising. Media* framed case as: -Rice was noncompliant & threatening -Police reacted out of concerns for public safety -Promoted localized, nonsystemic solutions, not wide-spread policing reforms (Source: & I) *Present company excluded!

During the 2003 SARS outbreak, Philadelphia’s Chinatown lost 50% of its business. Philly had 0 SARS cases. Now w/ coronavirus there are already instances of anti-Chinese racism painted as public health “precautions.” Epidemics are no excuse for bigotry.
