Playing Devil's advocate, but maybe they're saying this because it's serving as a tribute to rubber hose animation, which Cuphead was one of the best and most faithful examples of.

It's also the most recent one. Which is somewhat inderstanable that they use Cuphead as a point of reference. Plus, other people would say that it's based on early Mickey Mouse despite the artstyle existing before it. So Cuphead is not the only one "stealing the credit".
