Simple, make it a work for Education program. Go to school and then work it off. Doctors will get experience and a chance to improve their skills. There are ways to make things work but some people need to get their heads out of their asses.

Our education system is the issue. Look HARD at India. Students who score high on tests out of High School, go straight to Medical School. They study to be Doctors, period. It’s a tech school system. 8+ years of school is great for Unversities, not so great for producing Doctors.
