It's an okay start. Perhaps too little from the party that drove AZ Ed. into the ground since the turn of the century, but it's a start.
It concerns me that 10 (of less than 150?) graduates looked at their options and decided they'd rather pay back 4 years than teach in AZ

Make it a highly selective and highly paid job. You could double class sizes and have multiple lower paid teacher aides to help. You would have the best competing for those slots.
