Look into the groundwater contamination here in Maricopa County. Also across the state but especially up on the Navajo Nation. The Navajo water has been contaminated for years by arsenic and uranium.

It needs to start with increasing the cost of water. Homeowners don't need to have grass. Agriculture & golf resorts should both have incentives to be more conscientious.
