No, the carriers even told their shareholders if the rules weren't overturned they would still invest in infrastructure. This simply allows carriers to gouge customers w basically no competition to keep prices down.

regulations came into effect BECAUSE of such incidents, like the time AT&T limited access to FaceTime to charge customers more for access. -
